There are few challenges more difficult in local government than managing rapid growth.

That question sits at the heart of my conversation with Britt Lusk, City Manager of Pilot Point, Texas, on Episode 373 of The HaltingWinter Podcast.

But before Britt was leading one of Texas’s fastest-growing communities, his path looked anything but predictable.

He worked in foster care. He taught junior high. He worked in manufacturing. He served in mental health. He led human resources for a nonprofit. None of those careers felt like the destination. Yet every one of them prepared him for the leadership role he eventually discovered in local government.

It’s a powerful reminder that leadership isn’t built through perfect career planning. It’s built through experiences that shape how we serve others.

During our conversation, Britt shares how mentors introduced him to the world of city management, why he kept saying yes to opportunities that weren’t part of his original plan, and how those experiences gave him a unique perspective on leadership.

We also dive into one of the most challenging periods imaginable for any city manager.

Britt arrived in Pilot Point in the spring of 2020, just as the COVID-19 pandemic shut down communities across the country. While learning a new organization, adapting to a new state, and building relationships with staff and elected officials, he found himself leading through unprecedented uncertainty.

Instead of simply surviving those challenges, Britt and his team laid the groundwork for what Pilot Point is becoming today.

As the city’s population has rapidly grown, they’ve remained intentional about protecting the character that attracted people there in the first place. Through thoughtful planning, community engagement, and a commitment to transparency, they’re proving that growth doesn’t have to come at the expense of identity.

One of my favorite takeaways from our conversation is Britt’s belief that strategic plans aren’t meant to collect dust on a shelf. They’re living commitments that require accountability, communication, and community ownership.

That same philosophy extends to leadership itself.

Whether he’s hosting a “Coffee with the City Manager,” launching a community podcast, or meeting residents where they are, Britt understands that trust is built through relationships, not simply through policies or public meetings.
